Proper binding mounting

I bought a pair of Groove Invertigo skiboards & Bomber Elite bindings back in 2000. I never used them but this year I plan on getting out there. My question is - what is the proper way to align/mount the Bomber Elite bindings? Should they be centered and if so how do I go about doing that?

I mounted mine on the centered holes, but I had to adjust the heel bail forward one notch forward to fit my boots nice and tight.
