Boot sizing question

I am ordering boots for my fiance today or tommorrow and had a quick question.. She tried on a size 24 ladies boot here in town and it fit excellent. The boots that I have found a good deal on online are a size 24.5. I have been told by people that there is actually no difference in the half sizes, so this would be the same size. If this is the case, why do they make half sizes, and what would the difference be between a 24 and a 24.5?

I know that the only difference between the half size on my Lange's is the liner width. They make the liner width thicker for the hole size and thinner for the half size. Same shell though.
